Frank Mantay

COAS Advisory Board Position: Chair LeadFinancial Planner, Mantay & Company
An alum of 91香蕉视频, Frank Mantay 鈥88 began his financial services career in 1991 after serving as a US Naval officer. Frank and his team (Mantay & Company) serve the wealth protection and growth needs of their clients from two Florida office locations, Jacksonville and Daytona Beach. With steady growth and development over 30 years, Frank is a recognized leader within his field having achieve several milestones with Prudential both in management and as a financial adviser. Frank is married to Carmen Gloria Mantay. They have two daughters who have successfully launched onto their careers. Enjoying gardening, hiking, kayaking, trap shooting or a relaxing day at the beach is Frank鈥檚 favorite form of recreation. He can also be found serving the community and faith through his church.
Susan M. Masucci

COAS Advisory Board Position: Vice Chair and Communications Committee Lead Founder & CEO, ruckus
Susan serves as President & CEO of ruckus, an integrated design and communications firm she founded in 2006. For more than 15 years, the ruckus team has provided expert counsel and award-winning work for many local, regional, and national brands in healthcare, education, real estate development, and social services. A Jacksonville native, Jacksonville University graduate, Jacksonville Business Journal "40 Under 40" awardee, and Leadership Jacksonville (Class of 2010) graduate, her volunteer service and commitment to being a force for good also benefit many local nonprofit institutions including Guardian Catholic School, Ritz Chamber Players, Jacksonville Dance Theatre, and Rotary Club Jacksonville.
Stephanie Cost
First Lady of 91香蕉视频
Stephanie Cost serves as the First Lady of 91香蕉视频. In addition
to her role as an ambassador representing the University on campus and in the community,
Stephanie helps lead initiatives to improve student life, enhance campus facilities,
and increase community collaboration. She is a member of the Advisory Boards of the
Linda Berry Stein College of Fine Arts & Humanities, Brooks Rehabilitation College
of Healthcare Sciences, College of Arts and Sciences, and Career Management at the
University, and speaks regularly on campus to student and staff groups regarding timely
professional development topics.
In addition to her University responsibilities, Stephanie is a member, Legacy donor,
and immediate past chair of the Governance Committee for the Women鈥檚 Giving Alliance.
She is also a member of the Leadership Jacksonville Class of 2015, a sponsor of the
Wolfson Children鈥檚 Hospital Women鈥檚 Board Florida Forum, and supporter of the Jacksonville
Symphony, The Cummer Museum of Art & Gardens, Jacksonville鈥檚 Museum of Science and
History, The Women鈥檚 Center of Jacksonville, and Gateway Community Services, as well
as many other nonprofit organizations. Stephanie is also a member of the Ronald McDonald
House Jacksonville board of directors.
Prior to moving to Jacksonville, Stephanie was a business owner, volunteer and philanthropic
leader in Philadelphia. She formed and chaired a philanthropic women鈥檚 group which
sponsored fundraising events for local grassroots organizations lacking formal development
support. Stephanie was a board member and dedicated volunteer at Wings for Success,
an organization which empowers women reentering the workforce through apparel, advice
and advocacy.
Stephanie also founded an interior decorating business in Philadelphia and her previous
professional experience includes positions at two FORTUNE 500 companies: in corporate
purchasing at Carrier Corporation and in market research for Eastman Kodak Company.
She graduated summa cum laude from Immaculata University (PA) with a bachelor鈥檚 degree
in Economics.
Stephanie and her husband Tim are blessed with a growing family: daughter Melanie,
proud mom of Alexandra and owner of ACE Communications here in Jacksonville; and son
Drew, a former professional soccer player now employed with Amazon, and his wife,
Johanna, living in Seattle, WA. In addition to her University and civic pursuits,
Stephanie enjoys golf, piano, photography, reading and traveling.
Douglas Goodall

Managing Partner, Emtec Inc
Doug serves as Managing Partner at Emtec, Inc, a global IT consultancy dedicated
to helping world class organizations in the enterprise, education, and government
markets drive transformation and growth by employing the latest enterprise technologies,
innovative business processes, and advanced Cyber Security Solutions.
Doug has over 30 years of experience in the high technology industry with a focus
on executive management and strategic planning. He has worked with companies ranging
from Silicon Valley start-ups to Fortune 50 to Venture Capital and has served as in
various Senior Executive roles, as CEO, and as a Board Member in multiple companies.
Doug led the launch and growth of a global internet security services company from
start-up to acquisition, captured over 1,000 clients on three continents and gained
industry recognition as a security company market leader. Successfully sold the company
to Getronics., a global IT Services Company headquartered in Amsterdam As Global Cyber
Security Services Delivery Leader Doug successfully defined and implemented multinational
internet security business plan, service and solutions strategy, and operational delivery
coordination for a major global IT services company. As Managing Director at a venture
capital firm Doug led investment strategies for the cyber security market and served
on Board of Directors of two security companies.
Doug was a founding member and served as Vice Chairman of the Internet Security Alliance
(www.isalliance.org) based in Washington DC; served as Executive Board member of the
I4 (internationally recognized Global 500 CISO forum); served as Visiting Scientist
at Carnegie Mellon University鈥檚 CERT/CC; participates as a speaker and panelist at
security industry conferences; has testified before Congress on cyber security trends;
and been interviewed by CNN Headline News on the convergence of physical and cyber
security threats. Prior to joining Emtec Doug served as Vice President Cyber Risk
Services at enterprise legal and cyber solutions provider UnitedLex.
Naomi Jackson
Senior Director of Finance
KIPP Jacksonville Public Schools
Naomi Jackson is the Senior Director of Finance at KIPP Jacksonville Public
Schools, a non-profit network of four public charter schools located in north and
west Jacksonville. Her areas of expertise include strategic planning, leadership,
financial management, resource development and process improvement. Prior to joining
KIPP Jacksonville Public Schools, Naomi worked as the Chief Financial Officer at the
lead child welfare non-profit agency in Northeast Florida. Naomi鈥檚 previous professional
experience also includes over 15 years in corporate environments, where she has worked
in the areas of internal audit, accounting & reporting, and several human resources
functions including talent management, diversity & inclusion, employee engagement,
and health & welfare benefits.
She currently serves on the advisory boards for the 91香蕉视频 College
of Arts and Sciences and the Flagler College Women of Vision. Naomi earned her Bachelor鈥檚
degree in Business Administration from Florida A&M University, and her Master鈥檚 degree
in Forensic Accounting from Florida Atlantic University. She has been a licensed Certified
Public Accountant in the state of Florida since 2008. Naomi has a true passion for
working with communities and in partnerships to improve the quality of life for under-represented
populations. She is able utilize her diverse skill set and background to add value
and provide strong leadership across a variety of functional areas. Her mantra, quoted
from Peter Drucker, is 鈥溾eadership is lifting a person's vision to high sights, the
raising of a person's performance to a higher standard, the building of a personality
beyond its normal limitations鈥. Naomi is married to her husband Russ and they are
the proud parents of three children, Jordan, Isaiah, and Russ Jr.

Marcel Dulay, Ph.D., P.E.

Senior Water Technologist at Jacobs
With over 26 years of experience as a consultant for some of the largest engineering companies in the U.S., Dr. Dulay is a technical expert in water resources studies, analysis, and evaluations with significant responsibilities in data collection and hydraulic modeling of water, wastewater, storm, and riverine systems for municipal, commercial, industrial, and military clients. He has expertise in planning and design services with a focus on system simulation and data analytics, statistics, and public participation. He is also a professor engaged in research in the socio-economic impact of infrastructure at 91香蕉视频, where he has been the advisor to 16 graduate students. He is active in the local community by serving on various boards. To date, he has 32 publications and 12 invited talks.
William A. Stanly, III
Managing Member of Blackwater Capital
William A. Stanly, III (鈥淭rip鈥) is Managing Member of Blackwater Capital, a real estate development company focused on commercial and residential investments throughout Northeast Florida. Prior to founding Blackwater, Trip spent nine years in corporate real estate with both Regency Centers (leasing and investment sales) and CSX Real Property (leasing and corridor development). Trip holds a Bachelor of Arts in Political Science from the University of North Carolina at Chapel Hill (Class of 1993) and a Master of Arts in Real Estate from the University of Florida (Class of 1998). Trip has been involved in multiple community organizations; St. Johns Presbyterian Church (elder and trustee), Riverside Avondale Preservation (past chair), Downtown Design Review Board, Greenscape of Jacksonville, Housing Partnership of Northeast Florida, Rail Yard District Council, and Urban Land Institute North Florida.
