As you read the various rules and regulations, keep in mind that a flight course has the same standing and responsibilities as any other University course. We are simply applying existing University policies to the flight program. All University policies regarding academic performance and standards of conduct, as stated in the Student Handbook and University Catalog, but not stated here, also apply. Your attention is specifically directed to the catalog policies concerning the use, sale, or transport of controlled substances and the intemperate use of alcoholic beverages. Both are inconsistent with a career in the Aviation Industry and are thus viewed as serious breaches of the professional standards required by flight students at 91㽶Ƶ. Discovery by any entity of the University community (i.e. Student Life, Public Safety, or Aeronautics administration / faculty) could subject you to the penalties described. Since the Federal Aviation Administration (FAA) regulates Aerosim Flight Academy and all flight courses offered, all pertinent flight school policies and regulation also apply. Therefore, students are required to be familiar with Aerosim Flight Academys policies and procedures as specified in the Operations Manual. Finally, even though you will be assigned a primary flight instructor each semester, the instructor of record is the 91㽶Ƶ Director of Aeronautics. The Director, and in the Directors absence, the Associate Director is ultimately responsible for evaluation of your progress and performance in any flight course that you take for academic credit. These policies exist to ensure that professional and academic standards are being met and should be taken seriously. If you dedicate yourself to achieving your professional goals, you will do well in the flight program. If, on the other hand, you approach flight training with disregard, it will cost you in time, money, and grades. Everyone in the flight program, including your flight instructor and Aerosim Flight Academys Management wants you to succeed and will work hard to make that happen. If you have any concerns about the flight program or your progress in a flight course, see the Director or the Associate Director of Aeronautics immediately. Please read each section carefully and then sign on the back of this page. After signing, hand this page to your flight instructor, but keep the rest of the document for future reference. I acknowledge that I have received, read, and understood the following sections of the flight program policies: I.Scheduling II. Registration Policies III.Attendance IV.Lesson Preparation V.Flight Course Completion Standards VI.Ground Course Completion Standards VII.FAA Written Exams VIII.Flight Fees and Refunds IX.Transfer of Credits for Previous Flight Experience X. Residency Requirement XI.Dismissal and Suspension XII.FAA Medical Requirements XIII.Communication I understand that with my signature below, I will adhere to the policies for the entire length of my enrollment in the Aviation Management and Flight Operations Program. It will be my responsibility to obtain (from the Director of Aeronautics) any revisions made to the Flight Program Policies. ______________________________ ____________________________ NAME SIGNATURE ______________________________ DATE Flight Program Policies I. SCHEDULING POLICIES Students flying must reserve a specific flight block with Aerosim Flight Academy prior to scheduling and registering in any other academic course. All flight blocks consist of three (3) sessions each week. Each individual session lasts approximately two hours except for cross-country flight training, which requires longer blocks of time. Students must choose a flight block for the next semester prior to the end of the current semester. Dates/times for flight block signups will be announced, posted at JU and Aerosim Flight Academyand disseminated to students via email. Students who do not have a flight block assigned during the specified signup dates will not be guaranteed a flight block or instructor for the next semester. After the original flight block has been assigned, students may schedule additional periods on an individual basis by contacting their primary flight instructor. Additional periods are not in lieu of the regular flight block. Reserving a flight period reflects the students commitment to pay all associated fees for that flight course. The reserved schedule may be forfeited if associated fees are not paid during the final registration date. Students will be assigned a primary flight instructor at the start of every semester. Instructor assignments are made at the discretion of Aerosim Flight Academy. The Manager of Training will consider advanced requests from students for specific instructor but assignments cannot be guaranteed. After a flight course starts, changes to the assigned flight block will not be allowed unless approved by Aerosim Flight Academys Manager of Training. Make-ups: If the student falls behind in his or her scheduled lessons during a given week, the student is required to schedule and complete an additional make-up session no later than the end of the following week. II. REGISTRATION POLICIES Registration in a flight course requires approval from the Director or Associate Director of Aeronautics. The approval form is available in the Aviation Office. If a student does not commence flight training for a registered course by the date specified in the University Calendar, or at the latest by the last day of the add / drop period, the student may be required to drop that course. A student will be allowed to late-enroll in a flight course any time before the end of a semester but only if the flight school provides evidence that the student is within five lessons from completing the previous course and will start the course no later than the last dayof the current semester. Aviation students with an incomplete in a flight course will not be permitted to register in the next sequential course without approval from the Director or Associate Director of Aeronautics. III.ATTENDANCE POLICIES Training lessons are scheduled classes and flight blocks are of equal importance to any other 91㽶Ƶ course. Each student is responsible for arriving at the flight school sixty (60) minutes prior to their scheduled time. 91㽶Ƶ does not provide transportation to and from Craig Airport. Most students in the program have their own vehicles. Students without their own transportation may share rides with others, but ultimately it is a students responsibility to ensure timely attendance of any scheduled activity at the flight school. The flight school and the University will keep records of attendance regardless of whether a lesson was completed or not. If a lesson cannot be completed due to weather, mechanical, or other unpredicted reason, students are still responsible for attending the flight school at the scheduled time. Your instructor may assign and conduct groundwork related to the course. No student will be allowed to miss any scheduled class or take time off except for a justifiable reason (e.g. sickness). Refer to Aerosim Flight Academys Operations Manual for specific procedures regarding cancellations. Showing up late for a scheduled flight block or not showing up is not acceptable. Refer to Aerosim Flight Academys Operations Manual for late and no-show procedures. 91㽶Ƶ recognized holidays: When a 91㽶Ƶ holiday starts on a Friday and / or ends on Monday, the associated Saturday and Sunday is also considered a 91㽶Ƶ holiday. However, Aerosim Flight Academy will remain open during these times. Students must inform their primary instructor of their intentions during these times and must, two days prior to the departure date, submit a PTO request if the student will be leaving during the holiday. During any flight course, each unexcused absence (no-show) after the first one will result in a five (5) point reduction of the students final grade. Aerosim Flight Academy Management will send notice of each student no-show to the JUs Director of Aeronautics. Each flight course allows for a pre-determined number of student related cancellations, which are considered excused absences. However, excessive excused absences may result in automatic failure of the flight course. IV.LESSON PREPARATION The lessons in our program are paced for the serious, alert, and motivated student. Deficiency in student progress can be caused by the lack of student preparation. Students are expected to prepare for flight training, both mentally and physically. Additional training may be needed to develop students skill and knowledge defined by flight course completion standards. In order to complete flight training in the expected time frame at minimal cost, the student must do the following: Study all assigned materials as indicated in the flight-training syllabus or as prescribed by your flight instructor. Complete and submit required homework assignments prior to the corresponding flight lesson. Be prepared to ask the primary flight instructor questions related to the material in ground school and / or the assignments that may need clarification. Bring appropriate and current aeronautical charts, notebook, pencils, aircraft checklists, and any other material required for the lessons. 5. If you do not come to the flight school adequately prepared, you will be sent home and charged a corresponding no-show fee. Consult the Aerosim Flight Academys Operations Manual. V.FLIGHT COURSE COMPLETION STANDARDS Flight courses are based on the universitys semester system, and should be completed by the end of each semester. (Summer flight courses should be completed after Summer II session.). If a student is unable to complete the flight course by the end of the semester and there is a justifiable reason, the student will be granted an Incomplete in the flight course. Aerosim Flight Academys Manager of Training will submit a list of students who qualify for an I grade. Depending on the circumstances, and given the special nature of flight training, students will be given a reasonable amount of time to complete an incomplete course. However the following policy will be followed for those students with incompletes: Students will be given 12 calendar months from the date of registration in a flight (AVO) course to satisfactorily complete the course. If the student fails to complete the course within the above time period then the student will be given a deadline to withdraw from the course. If the student does not withdraw from the course by the deadline, then the student will receive an F in the course and will be automatically disenrolled from Aerosim Flight Academys 141 flight program. A flight-training course is considered completed and a grade is given once the final stage check from Aerosim Flight Academy has been successfully accomplished for that course. If a FAA Practical Test is taken following completion of that course, the results from the FAA Practical Test will not affect any of the students academic grades. Once a flight course has been completed, Aerosim Flight Academys Manager of Training will submit a final grade, but the Director of Aeronautics or other 91㽶Ƶ faculty appointed by the university shall make the final decision as to a grade. To complete the entire flight program successfully within four years, it is imperative that students make their academic and flight schedules their top priority and avail themselves of every opportunity for ground and flight activities. To facilitate student progress, Aerosim Flight Academy is available to students year round during inter-sessions, summer, and most holidays. VI.GROUND COURSE COMPLETION STANDARDS For JU grade purposes, a ground school course is considered completed and a grade is given once the course requirements and final exam has been successfully accomplished. If an FAA Written Test is taken following completion of that course, the results from the FAA Written Test will be represented in the corresponding flight course grade. For FAA purposes under FAR Part 141, Aerosim Flight Academy requires that a student pass the final exam with an 80% or better to earn a graduation certificate (i.e. endorsement to take FAA Written Exam). Should a student score less than 80% on the final exam, a plan of action will be determined by the students primary flight instructor and Aerosim Flight Academys management team to prepare the student for an alternate final exam. The plan of action may include, but is not limited to, oneonone ground sessions with the primary flight instructor, practice exams, and tutor lab sessions. A student will be grounded indefinitely until the corresponding retake final exam and FAA Knowledge Test have been successfully completed. While the student is grounded, the regularly scheduled flight block will be used for mandatory ground work. Students who fail the same ground school twice will be withdrawn from the flight program. VII.FAA WRITTEN EXAMS Students who complete Aviation Science (ground) courses, which qualify them for FAA Knowledge Tests, are encouraged to take the corresponding FAA Tests immediately following the completion of the ground course. Note that the ground school graduation certificate/endorsement expires 60 days after the end of the ground course. FAA test results must be turned in to the students instructor for placement in the student flight training records. Flight students are required to take the appropriate FAA Knowledge Test within 60 days of completion of the ground course. Students who pass the ground school and receive an endorsement but do not take the FAA Knowledge Test before their endorsement expires must pass an alternate test (administered by Aerosim Management) and receive a score of 85% or better to receive a new endorsement from Aerosim. Students who pass the ground school but fail the final exam, do not receive an endorsement and who in a timely manner work with their instructor to retake the final exam may receive an endorsement from Aerosim if they receive a score of 80% or better on the alternate test. The student will be grounded indefinitely until the corresponding FAA Knowledge Test has been successfully completed. Additionally, a penalty of one (1) point per week reduction will be assessed on the FAA written section of the corresponding AVO flight course grade for exams taken after the 60 day period. Students who excessively delay taking of the FAA Knowledge Test may receive zero credit for the FAA written section. While the student is grounded, the regularly scheduled flight block will be used for mandatory ground work. Students who receive a failing grade on the first attempt of any FAA Knowledge Test will be required to review material with their flight instructor and pass an alternate test (administered by Aerosim Management) with a score of 90% or better to receive a second endorsement. Students who fail the same FAA Knowledge Test twice shall be withdrawn from the flight program. VIII.FEES AND REFUNDS The flight fee must be paid in full when the student registers for a flight course. There will be no exception to this rule. Consult the University Catalog for information on financial aid. Tuition prepayment plans may not be applied to flight fees. No student will be allowed to fly until the Controllers Office notifies Aerosim Flight Academy with a Clearance to Fly memorandum stating that the student has paid the flight fee and the payment has been credited to the students account. Students will not be authorized to use money that has already been allocated to a future flight course to complete a previous course. The course flight fee is based on suggested course time allocation tables. After the funds have been deposited with 91㽶Ƶ, the money is transferred to a student account at Aerosim Flight Academy that is charged each time the student completes a training activity. As flying is a skill, the actual course cost may vary depending upon the students abilities, knowledge, and effort put towards acquiring his/her pilot certification. If it appears that the student will run out of money before finishing a course, funds to cover any additional training cost that is above the listed flight fee may be processed through the university Financial Aid Office or paid directly to Aerosim. It is the students responsibility to track their account balance at the flight school and to request in advance a cost estimate for completion. This way, students can have sufficient time to procure the additional funds and prevent being grounded. Flight course fees are subject to change due to changing FAA requirements and price changes by Aerosim Flight Academy. The total fuel surcharge for each course is not included in the flight fee and is subject to change (up or down depending on current fuel prices). The total amount listed for each course is based on current hourly fuel surcharge rate (which varies among different airplane types) and the suggested airplane hours in the course allocation table. Since the hourly fuel surcharge rate applies only to each time the student trains in an airplane (they neither apply to ground briefings nor simulator training), the total amount of fuel surcharges spent in a flight course depends on actual airplane training hours. Note that if a student completes the course in less time than that suggested by the time allocation table, it may be possible to finish the course without requiring additional funding to cover for fuel surcharges. However, as stated under note #1, funds to cover any balances above the listed course flight fee, including fuel surcharges, may be processed through the universitys Financial Aid Office or paid directly to Aerosim. To obtain a list of current hourly fuel surcharge rates for each airplane type please contact the JU Aviation Office. FAA practical test fees are not included in the flight fees and the student must pay a Designated Pilot Examiner directly (several different designated examiners are used and each may charge slightly different test and retest fees.) Students taking FAA Knowledge Tests are also responsible for paying the required test fees directly to the testing facility. Students will be provided with a list of local and nationwide FAA-approved facilities to take their written tests. If a student is withdrawing or dropping a flight course, the student must notify both the Director of Aeronautics and Aerosim Flight Academys Manager of Training / Assistant Chief Flight Instructor. An official withdrawal memo from JU must be received by Aerosim Flight Academy and the student must complete all required exit paperwork with Aerosim Flight Academys Manager of Training in order to process any refund. If a student withdraws or drops a flight course, tuition will be refunded in accordance with the policy as stated in the University Catalog. Fees may not be refundable. Aerosim Flight Academy does not have a 100% refund policy on flight fees. A student is liable for the portion of the flight fees not refunded by the flight school if the student drops a flight course. IX.TRANSFER OF ACADEMIC CREDIT FOR PREVIOUS FLIGHT EXPERIENCE The University does accept FAA airman certificates and ratings as documented evidence of completion of academic work commensurate with those courses in our curriculum leading to the same certificates and ratings. Academiccredit will only be awarded for FAA pilot certificates obtained PRIOR to matriculation at 91㽶Ƶ. No credits will be awarded for any partial training towards a certificate or rating. The Director of Aeronautics will decide what credit will be awarded. If the student is pursuing the Aviation Management and Flight Operations (AVO) major, he or she must register for and pass two Aviation Operations (AVO) courses in residence before any credit will be awarded. If the student is pursuing the Aviation Management (AVM) major, he or she must complete two or more semester work at 91㽶Ƶ. During this period the student must have taken and passed at least two AVO, AVS, or AVM courses. No advance credit based on FAA certificates will be given for the Certified Flight Instructor course (AVS 401). When the above requirements have been met, the students may petition the Director in writing for credit award. Such credit will then be entered on the official 91㽶Ƶ transcript through the Registrars Office. X. RESIDENCY REQUIREMENT Once an Aviation Management and Flight Operation student has matriculated at 91㽶Ƶ, he/she must enroll and complete all AVO flight courses and associated AVS ground courses in residence. XI.DISMISSAL AND SUSPENSION POLICIES It was recognized when the Aeronautics Program was first established at 91㽶Ƶ that personal conduct, ethics, and reliability must be held to the most stringent standards for all students and faculty. 91㽶Ƶ holds each student and faculty member to those standards due to the great responsibilities carried out by our graduates in their roles as flight crewmembers, dispatchers, and managers of commercial air-carriers. Consequently, the University Catalog has always contained the written policy that the Program Director is the final authority of those in the Program and that his or her decisions are final in other than academic matters. Discovery by any entity of the University community (i.e. Student Life, Public Safety, Aeronautics administration / faculty) will subject you to the following policies: In matters pertaining to academic performance, University policies are followed. Students who use, sell, or transport controlled substances (as defined in FAR Parts 91.17 and 91.19) will be subject to dismissal from the program if and when such actions become known to the Director. Students who engage in reckless or careless operation of aircraft so as to endanger the life or property of others (FAR Part 91.13) will be subject to dismissal from the program when and if such actions become known to the Director. Students who are intemperate users of alcoholic beverages may be suspended or dismissed from the program depending on whether or not the use involves flight or dispatch training. If involving flight / dispatch, student will be subject to dismissal. If behavior is under other circumstances, person will be subject to suspension. Students who cheat in flight or ground aviation studies may be suspended from the program for an appropriate period or dismissed for a repeat offense. Students who lie or otherwise mislead other students or faculty in matters pertaining to aviation students may be suspended for an appropriate period or dismissed for a repeat offense. Other anti-social behavior such as financial irresponsibility, offensive personal habits, continued intemperate or profane language or crimes committed under Federal, State, or local regulations will be individually considered by the Director and suspension or dismissal required when appropriate. As stated in the University Catalog, each student, upon submission of his / her entrance application, automatically agrees to this prerogative. He or she further agrees to take no legal action against 91㽶Ƶ or any staff or faculty member as a result of dismissal or accident wherein the negligence on the part of the University is not considered as the primary cause of any accident or incident. ANTI-DRUG PROGRAM 91㽶Ƶ is committed to the highest aviation safety standards. In accordance with the Division of Aeronautics safety culture, the university has endorsed an anti-drug program implemented and administered by our flight school contractor, Aerosim Flight Academy. As a result, all students taking part in flight training at JU will be required to participate in a random drug testing program. Any student known to engage in illegal drugs will be terminated from the flight training program. For additional information about this program please contact Aerosim Flight Academy at (904) 641-5774. XII.FAA MEDICAL REQUIREMENTS All students must possess an FAA medical certificate prior to enrollment. Students registering in the flight program must obtain at least a valid Class III FAA Medical. Students starting in AVO 111 will also need a valid student pilot certificate (printed on the back of the Medical Certificate). All students are encouraged to obtain a Class I Medical at least initially to ensure that they meet the requirements to fly for the airlines. Students will be responsible for maintaining their FAA Medical Certificate currency. XIII.COMMUNICATION Student mailboxes at the flight center will be the primary source of communication from Aerosim Flight Academy. You will be held responsible for any information placed in your mailbox at the flight center. Please check your mailbox prior to starting any flight activity. A secondary source of information will be email; students will be required to possess a 91㽶Ƶ email address and / or officially change (and update) the address listed on Blackboard. Students will be held responsible for any information placed in his / her email account. Please make arrangements to have email set up within the first week of the semester.
